March MISA General Meeting – New Location

Our next general meeting will be held at the HIBACHI SUSHI & SUPREME BUFFET restaurant on Tuesday, March 9. 2010 from 6:00 PM to 9:00 PM. This restaurant is located at 6619 Gov. Ritchie Hwy, Glen Burnie, MD 21061 near the MVA complex. The telephone number is 410-787-9888. Two members have vouched for this place and there are many types of food. The cost will only be $20.00 per person.

Our guest speaker will be announced later.

This is an imortant meeting due to the legislative session and the learning curve with electronic fingerprinting.

We will also be raffling off a Garmin GPS unit: $5.00/ticket or 3 tickets for just $10.00. This is a very nice, wide screen unit with voice prompts announcing turns and street names, car/dash mount and other accessories.

In the future we also plan to hold other fundraising raffles and are looking to offer items like digital cameras, HD TV’s and laptop/notebook computers, etc.

2010 Maryland Legislative Session

The Maryland Legislative Session is in full swing. It is still early but at this time, the following bills may be of interest:
1. HB 331 – Family Law – Final Protective Order – Global Positioning Monitoring System. Hearing 2/11 Judiciary. Authorizing a judge to order a respondent to wear or carry a global positioning monitoring system device as part of a final protective order if the judge finds by clear and convincing evidence that the respondent presents a risk of abuse to the petitioner; requiring the Department of State Police to monitor a respondent ordered to wear or carry a global positioning monitoring system device under the Act; requiring a judge to describe specifically the locations that the respondent has been ordered to remain away from; etc.
2. HB 336 – Family Law – Grounds for Divorce. Hearing 2/11 Judiciary. This bill will remove the requirement to live separate and apart and only require “no sexual relations”.
3. HB 3 – Business Regulation – Employees Who Carry Firearms – Protective Body Armor. Hearing 2/3 Economic Matters. Requiring an employer to provide protective body armor to an employee who is required to carry a firearm loaded with live rounds; and defining terms.

Thanks to everyone that responded to the request for security assistance in Haiti. The five groups that were in need of assistance were:

-Convoy of Hope
-Oxfam
-Partners In Health
-Clinton Foundation
If you responded, your name was placed on a list with the above groups.
We are told the UN forces are in Haiti, so the urgent need for security has subsided at this time.

Security Needed To Assist In Haiti Aftermath

If you are a certified security officer with a current passport and have an interest in going to Haiti, please contact MISA. We were just made aware that our guest speakers with the Maryland State Police have had to withdrawal their attendance at tonight’s meeting. They will be rescheduled for a future date.
However, we do have scheduled Mr. Phil Muhlfelder with TimeKeeping Systems Inc. – who will discuss Guard-1 Plus Patrol Systems and the Pipe.
We wanted to advise the membership as soon as possible to allow you to make any changes to your schedules that may be necessary.

The next MISA meeting will be on Tuesday, January 12, 2010 at the HUNAN MANOR restaurant in Columbia, MD from 6:00 PM to 9:00 PM. We will again have two appetizers and 5 entrees: This month’s selections will be different than the prior meeting menu selections. The cost is $30 per person. Please contact Bob Hoffman at 410-977-6613 or email Bob Hoffman to make your reservation before January 11th.
Representatives from the Maryland State Police Licensing Division will be speaking. Sgt. Jimmy Russell has confirmed his reservation and we expect additional MSP representives to be at the meeting. Updates concerning CJIS fingerprinting requirements will be discussed.
Also there will be announcements concerning memberships, “hot” issues facing our profession(s), fundraising and much more. The 2010 Legislative Session will begin on January 13th and there are some early announcements.
Please make every effort to attend.

New CJIS/Licensing Division Fingerprint Procedures

Effective 1/1/2010. ALL fingerprints must be submitted electronically. This can be accomplished at several LiveScan sites throughout the State.
Find Locations and Procedures

The Licensing Division will no longer accept fingerprint related fees. An authorization code, pertaining to the purpose of the prints, will be available at each LiveScan location.

YOU MUST SUBMIT YOUR APPLICAT10N TO THE LICENSING DIVISION WITHIN 72 HOURS OF BEING ELECTRONICALLY FINGERPRINTED.

Attach the fingerprint receipt to your application. Keep a copy of the receipt with your copy of the application. It is also suggested that you request the location to print out the fingerprints for you to keep in case there is an issue of rejection at a later date.

*Those applicants that live in a state that does not border Maryland may continue to submit fingerprint cards. All other fingerprint cards will be rejected.

Note the online registration form may not be available right away. Please check and if experiencing difficulty, contact the LiveScan location you have selected.

We have been told the cost at state facilities will be $55.25. Private LiveScan locations may be slightly more or less.

This change is a CJIS policy and the Licensing Division must comply.

MISA December Annual Meeting

CJIS Fingerprinting Scheduled Change January, 2010

According to Sgt. Jimmy Russell of the Licensing Division of the Maryland State Police, CJIS has mandated that no more hard cards will be accepted after January, 2010. All fingerprint submissions will be via LiveScan.
While there are a number of issues to be worked out, there are currently 7 locations throughout the state set up for LiveScan fingerprinting, Private detectives, security guards and security systems technicians will no longer submit the fees to the state police for fingerprinting. The fingerprint fees will be paid to the location at the time of the fingerprinting. The cost for FBI and CJIS fingerprinting is expected to be $55.25 to as much as $60.00. A copy of the receipt for the LiveScan fingerprinting is to be submitted with the applications.
The Licensing Division is expecting submission of the application and the receipt within 24 hours of submitting the fingerprints. The FBI has told the Division that they expect the turn around time to be within 24 hours.
At of this writing, you have to make an appointment through the CJIS website to have the LiveScan fingerprints. It should also be noted that a few of the MVA locations showing LiveScan ability do not yet have the machines installed. One of those is the Bel Air MVA.
Licensing Division representatives will be meeting with the FBI, CJIS, representatives from Delaware and Virginia on November 19th. More information will be available after that.

The November Meeting will be on Tuesday November 10, 2009 (6:00 to 9:30 PM). We will have our usual appetizers, five entrees and dessert. Cash Bar is available. The cost per person is $30.00. The speaker for the November meeting will be Sgt. James Russell of the Licensing Division of the Maryland State Police. He will be discussing a number of important issues and announcing a change in the CJIS process for fingerprinting. This is an important meeting to attend.

The December meeting will be held on Tuesday, December 8, 2009 (6:00 to 9:30 PM).The menu will be similar to the November menu but with different entrees and appetizers. The exact menu will be posted at a later date. The cost will alo be $30.00/person.
